I me further to point out that as a general rule Colonies should provide sites "required for the purposes of their defence, No reference was made to the question of sites for the Horny Kong defences by the Committe on Colonial Military Contributions, heaux as is understood the Committee regarded the mother of defences at Hong Kong es practically settled". In paragraph 34 of the I Hoport of that Committee on Hong Kong it is recommended that in addition to bearing proportion of the cast of constructing Barracks the Colony should provide the necessary sites. The same principle would be applicable & stes for defences.
